road works

The council in their wisdom have just finished re surfacing the road. Disruptions and traffic detours were normal while the work was in progress. Then when all the machines have gone and the corporate powers have stood back and said what a good job they did, the other department said hang on we need to put a pipe in the ground and have dug up the new road.
Praps a little chat within the holy council temple would have been in order. But who am I but a lowly rate payer or at least voter.
PS. I have seen this done on more than one occasion.
