No fishing

At the local fish shop they do a roaring trade.  People line up three deep to buy fish, prawns and lunch.
It was a thriving business.

but then a sign appeared:


NO TRAWLER
NO FISH

NO SHOP.

One can only wonder why? 
Licences too expensive?
Coral sea out of bounds?
Quota not substantial enough to earn a living?

Someone in Parliament had a thought bubble?

Now not only is the fisherman out of a job; all the associated business are busted too. 
Is this common sense?
