A fine for everything.

It seems the government has gone over the top yet again.

we have a homeless people problem and it is getting worse in the big cities.
So the Government in their wisdom are going to fine homeless people.
If the people had money they wouldn't be homeless.
How does the govt. think they will get the money. And
if the homeless person defaults then maybe off to goal. then they get a bed, a meal, clothes and a job. Sounds promising.
