restrictions, what restrictions

With water in short supply and the town still having water restrictions, the council in their infinite wisdom have decided to give the quiet suburban streets a few roundabouts. What has this to do with water? Well they have planted the roundabouts and the four little islands around them with garden. And they are being reticulated at reular intervals, which means (if we have the average council sprinkler to judge by,) the water lands on the road. The council is the one to enforce the water restrictions and yet they go out of their way to plant more shrubs, trees, and gardens. Someone somewhere in the council hasn't been out in the real world for some time!
